Locked C drive inaccessible and can't boot into safe mode

So the issue is I accidentally removed the permissions from c drive all the permissions and now I can't access that drive plus can't run anything that is in c drive and can't even boot into safe mood I need help I am using a custom os from here its Phoenix gaming os and I don't wanna loose my data so is there anyway fixing it?

disconnect the drive, and connect it with a cable to another PC.
Take ownership of the whole drive, and copy your files back.

Agree with the above response, a sata to usb cable is what you need to search for. Then you can connect it to any other laptop or PC.

This is the best way to fix the problem. I swear by my SATA to USB C (USB 3.2 is still ideal tho if you don't have a type C port) adapter. Thing has gotten be out of so many binds in the past. It's a really great option if you have a failing hard drive and need to extract the data ASAP.

What if I install the windows on an empty drive of my hard disk then boot into my hard disk and take the ownership back because right now I don't have another pc to do that

I will tell you what to do.
do separate between the System drive and the Data drive
keep your data files in different HDD / SSD
and backup your system drive in a second HDD / SSD
( i like to use Clonezilla for that matter )
on every problem, one-click, restore Image, Done.
And no harm to your own personal data

You could boot to a Strelec disk (available here) which boots to a ram only windows environment, and from this you can reset the permissions of your c drive to the defaults, which are available via google search. You don't need to take the drive out. You can find out more about Strelec disk on here or on google.

Having had similar problems on few peoples/friends/family's comps. I mainly use a LINUX LIVE DISC or Linux LIVE USB on towers, and Linux LIVE USB on laptops, for permission problems, has always worked for me.. no messing around removing anything, I do this way as I have found connecting the hdd to another windows machine to do it the operating system on that comp can be temperamental and wont do it unless you give admin rights.. or even flatly refuse to do it!..
