Locked how to prevent windows 10 add languages ?? help , plz

well as title i have downloaded Win 10 x64 19h3 from rg-adguard.net ( & some other versions of win 10 many sources ) i face having trouble ( annoying thing with keyboard layouts keeps adding automatically as shown in pictures

in language bar they are shown , in red square :

but in controle pannel are not viewed :

how to solve this annoying problem !!,,
