I reinstall OS and no longer have my downloaded torrent files but I cant redownload and seed since i need to hit the 4.0 ratio any way i can get thos torrent files to start reseeding?

The only way to improve your ratio is to seed files that you have downloaded.
If you do not have any of the files that you downloaded then you can download some freeleech files and seed those.
That will earn you some seed bonus points that you can use to improve your ratio.
