hi i want to build torrent box & nas & file server & media server using versus old hardware in my office and home any help or suggestions are appreciated

TrueNAS or OpenMediaVault, they have some built in features and addons for media stream/encoding. or ultimate customization is install a linux distro

actually i have a 4 pc configurations and bunch(like 20) of hdd various sizes mostly 500gb and 1 tb's

core 2 duo 2 units and 2 intel atom units 1 have 2 sata ports 1 hav 2 pci ssd slots (aka msata)1unit 2gen pentium (2020) 1 unit i3 3220 1unit i3 4100 1 unit i5 4500
1 unit amd fx 6400 which i have run some test to it

truenas scale is not going to work for my case (that level tech does not need)
because in my case my hard drives & hardware is not suited open media vault covers almost everything what I want but I don't have any knowledge of using i have only installed one's to test out but it didn't succeed
and what about nextcloud and Pydio

Well, you could install some linux distro and pull RuTorrent from Git and it would run on your home network

For media server you can try plex, I haven't used it but I was it can be used for that.
