I have an OLD PC running win7, Will this be a good to replacement for my Windows 7 OS?

I did not tested with 7 but why not?
Try the portable and check it then if you want you can install it.

Just got this repack and ran the silent installer, however it only briefly opens a command prompt window and immediately closes, is there something i'm doing wrong?

Unpack the portable and it will work. Don't use the silent.
