Right click anywhere on desktop and in context menu click group policy

In group policy under user configuration double click administrative templates

Double click start menu and taskbar

In left side you can see a lot of settings scroll down to the bottom and find " Remove pinned to taskbar" and double click on it and you can see a windows pop-up and from enabled chose disabled

After that try to pin anything in taskbar

Read the description in the thread no browser installed but you can use Microsoft Store to find a browser that suits you
