There is nothing to develop or do. Your PC specs can not handle WSA. It's really that simple. You can not run with it 4GB ram PC, you need at least 8GB and that is why it's stopping. Even if you could, you would probably have issues with any app you would run inside WSA cause WSA itself asks for 4 GB to run, and then you need extra ram for any app you run within android. On top, the normal hard disk would make everything run VERY slow.

Advice:
If you absolutely need to run android in windows, downgrade to windows LTSB and run bluestacks or nox or something similar. It will be slow but it will probably run and for sure won't be as slow as w11/wsa on your PC.

No, for win 10 you can use one of the many android emulators.
