As seems many people having problems with Adobe stuff.. not sure if it they not reading instructions or just bad luck, BUT! here what I've found after a lot of late nights testing..
A MUST! Run v3.1.9 patcher before anything else...
After applying v3.1.9 patching make sure to also run the "Pop up" blocker (SEE! Top part of picture)
IF! it has applied OK it will look like bottom part of picture does...
if show anything other than that then it not worked (maybe block from antivirus you using.) the pop up blocker puts a rule to block a number of ip addresses within you firewall. if using third party firewall it may not allow the pop-up blocker. SO!
if pop up blocker working will show as "Adobe Unlicensed Pop-up" in firewall outbound list.
Way round it is to block those below ip's from within your hosts file..
For me all working OK (at moment anyway haha!) put these in your host file.
(remove all other adobe blocks from it)
If!! pop up blocker worked all you need is these two addressees in host file.
# Adobe Block List
0.0.0.0 ic.adobe.io
0.0.0.0 1hzopx6nz7.adobe.io
if pop up blocker not worked.. (as didn't for me at first.)
add these ip's to host file as well as those two entry's above..
(These ip's are what pop-up blocker should have put in firewall)

Hope this helps and will work for everyone,
