If only English language supported and windows not updatable you can't install another language.

I've tried rufus and ventoy. Any ideas?

Windows defender is removed.

Use another port or another usb.
Update your system drivers.
When using rufus check the MBR option.
Is your HDD partitioned?
If you have more than one HDD leave only the one you want to do the installation and unplug the others.
Also check your memory.
This error refers to hardware multifaction, nothing to do with the iso.
