I posted this for an earlier version of Photoshop with neural filters.
Here are some thoughts that might help you.
Some requirements to download and use neural filters:
1. You need a Creative Cloud account.
2. You have to be logged into the account.
3. Photoshop must be able to access Creative Cloud.
Make sure that Photoshop's access to the internet is not being blocked, e.g. by a firewall, by an anti-virus program, or by entries in your Windows hosts file.
Make sure that your system meets ALL the hardware and operating system requirements for this version of Photoshop. Look at the requirements at the beginning of this thread and at the requirements for this Photoshop version on the Adobe site. Look at ALL the requirements. Look at all the requirements CAREFULLY. Follow and read ALL related links. Do not forget graphics card requirements.
Read all you can find about neural filters on the Adobe sites.
To help others, when you find out what the problem is, come back here and tell us what the problem was and how you fixed it.
Well done for reporting your progress. A lot of people would not have bothered.Just wanted to give an update on the 'Neural filters'. I signed in from the Photoshop CC app and the filters option were available once I loaded a picture up. It did ask me about the '7 day trial' which I clicked on . . .

You may or may not be in a 7 day trial period; We can't be sure because we don't know exactly how the pre-activation works. Clicking "7 day trial" was probably a mistake. Obviously you don't want to be in a trial so follow the instructions below and, hopefully, you won't be in a trial; only time will tell.
1. Make sure that you have a valid Adobe account.
2. If you already have a version of Photoshop installed then run it.
3. Click on "Help".
4. If it shows you already signed in then sign out.
5. Expect Photoshop and other Adobe apps to close.
6. Open Photoshop again.
7. Click on "Help", then "Sign in".
8. Enter your Adobe account's email address and password.
9. Quit Photoshop. DO NOT Start Trial.
10. For me, Photoshop stays open.
11. Close Photoshop.
12. Open Photoshop.
13. Click on "Help". You should see your Adobe account email address.
14. Open an image and neural filters should be available now and whenever you run Photoshop in the future.
15. NEVER "Start trial" or "Buy now" in Creative Cloud Desktop or in any other pre-activated Adobe app.
This could mess up the pre-activation.
If things stop working after 7 days then you might be able to recover the situation if you uninstall Photoshop and try again. Adobe might have some help on how to get rid of all traces of Photoshop. Before re-installing Photoshop I suggest that you use task manager to close any Adobe background processes that might be running so that they don't interfere with the, hopefully, clean installation. Use "End task" on any Adobe or Creative Cloud tasks that you see.
