I have said so because it has a feature not available in other similar applications: It can clean winsxs outdated libraries. That saves a huge amount of size.

Is it safe to do a fresh install of complete Windows 10 OS and then slim it down to my requirements? Using it for the first time let's hope I don't screw up anything.

I honestly don't see why not. Just remember not to remove the print spooling, print setup, etc The program is pretty good at helping you understand what you can and cannot remove.
