Prefect! Win 10 has way to much poop built into it. I tested all through the builds as an insider and hated every moment.

I assume it is already patched for 3rd party Themes?

In previous updates that issue didn't happen.
This is happening only with the latest updates of microsoft.
Microsoft always had the way to screw up things from time to time, we all have seen that.
Yes, it might some apps come back and windows defender [partially].
There are some utilities which you can use to remove/disable them if you want too.
DISM++, Optimizer 14.3
