Best way would be to install an icon pack otherwise you'll need to replace the imageres.dll file inside windows system32 folder.

I am not able to change icons using ipack. Do I have to manually go and select every individual folder to change icon? I am clueless how to get rid of those red black icons completely from windows.

The only ones you need to replace is imageres.dll & imagesp1.dll.
you need to reboot after for them to take effect.
Download the windows 10 original system files zip as well as the take ownership reg context files so that you can replace them from here:

you may need to boot into safe mode to replace them. only replace the imageres.dll & imagesp1.dll files

If you not able to replace the files, use IObit unlocker (right click on each and unlock/delete) to unlock & delete the files then copy the originals from the above link directlky into the same folders.

Thanks for your help. This worked for me but the folder icon is still the red and black themed but I can live with it. Just one last thing, if I disable startisback app then everything freeze and then things crash.
