@pintudada, I have seen that some versions of Windows, such as "Home Edition" or "Starter Edition" do not bring this service activated.
If this is your case, you can try with this .bat file that I have found browsing.
NOTE: I have not tried it because my system already has it incorporated.
Try it at your own risk.

You have to run it as an administrator and wait for the task to finish.

1. Unzip "gpedit.rar" file
2. Run "gpedit_activated.bat" file as administrator and wait for it to finish installing.
3. Restart PC
