Did you try to download any torrent? You should be able to download any...

Your ratio is the division of 22.1 (which you have to share) / 0 (which you have downloaded) that is 0 of ratio

If you can not download, it may be:

1 - Your internet connection ==> restart your internet box
2 - A problem of cables/wifi ==> checks everything
3 - A program that secures a bit too much ? ==> cut all the time to check then give/do the necessary
4 - Your VPN ? ==> See if it works or tries to restart/change server
