For the os installer not seeing the drive, I'm at loss for words... is the hard drive broken or sata cable disconnected??? I've had a dell workstation that I tried to install windows onto a pci-e intel 900p drive that the installer saw the drive and did the install, but the bios wouldn't let the system boot off that drive... but I could see the drive and still force an install... So like I said, at a loss of words...
As to the matter of formatting a drive, every single windows os installer has the ability to format the drive... During the beginning when it gives you a choice you must choose custom install from there you will have the ability to select which drive you want...
And if it is a drive that has been formatted you can delete all partitions from the intended drive you wish to install the operating system on... pay attention to drive letter and delete all partitions till the disk is is just blank, you don't need to format it either just select it and click next
