Hello @Mikitok , you didn't say what OS your using if it was custom or untouched from here , but here's what we found on a Google Search:
Suspended just means a process is currently "Ready" e.g. (Queuing/waiting for processor execution) or "Blocked" e.g. (waiting for inputs from another user or process) and has been moved to Virtual Memory to save RAM consumption.

How to fix it:

Click the start screen, and type msconfig. ...
On the System configuration window, select the services tab.
Click the box at the bottom, beside the hide all Microsoft services text.
Click "Disable all" at the right side.
Click Apply, then OK, and it will ask you to restart your computer so just click OK again.

Hope this helps, Good Luck:)

What is your operating system? Do you get any error messages on screen or in the event logs? The service being suspended is not the reason the software won't work. Is the version of the software "original"?

Try performing a clean Boot of your Windows 10. If the clean boot doesn't sort the issue , all we can suggest is
uninstalling and reinstalling it? Other than that, maybe a member with more knowledge can help.

Are there error messages on screen or in the event log? Did you disable all defender and antivirus settings?

Have you tried to install a previous version of ACDSEE to see if the problem can be solved?

I think it would be better then to visit support section of ACDSEE they might have an answer for your problem
From the moment you are not using a custom build, and your system is updated I don't think is a window issue

This may or may not help... but if you open Task Manager like this... got to start up... expand the "command line tab" like this.... , then yo can see where that app is and maybe stop it from the source? That's helped me before.

  1. Goto run and type resmon.exe. This will open Resource Monitor
  2. Under the Overview tab, select a process from the list of running processes. You can look at the description column to know more about the process.
  3. Right-click on the process and click on Suspend Process and confirm it on the next dialog.
